Fleets that enter or operate in California
Clean Truck Check applies to most diesel trucks with a GVWR of 14,000 lbs and above that operate on California roads. That includes in-state fleets, out-of-state fleets, Canadian carriers, and Mexico-based fleets that cross into California for ports, rail, warehouses, construction, or dedicated lanes.
CTC combines annual compliance fees with periodic OBD or OVI emissions testing. Testing frequency is based on engine model year and program updates from CARB.

Which test do your trucks need?
OBD Testing
- J1939/OBD-based test using the vehicle's electronic data.
- Required for most 2013+ engines enrolled in Clean Truck Check.
- Results submitted through the CTC portal by a credentialed tester.
OVI Testing (opacity & visual)
- Visual inspection plus opacity test for older equipment.
- Ideal for legacy units, specialty equipment, and low-mileage assets.

Why staying current matters
When a truck falls out of compliance with Clean Truck Check, it can be flagged in state systems and may affect registration eligibility. Notices can indicate that a vehicle is ineligible or expired due to CARB non-compliance.
Roadside enforcement and facility access checks are tightening. Trucks with outstanding CTC issues may face citations, delayed entry, or in some situations, impoundment of the vehicle and cargo until issues are resolved.
